The Guardian of Tsushima (Norio Tale 8 of 9) is a side tale during Act 3: Kill the Khan.
Synopsis[]
Jin is supposed to meet Norio in Kamiagata, but comes across a monk “praising” the Mongols, stating if he refuses, they kill not only the monks, but the innocent people as well. He believes Norio will help lead the way to defeat the Mongol threat to Cedar Temple and the monks’ way of life. Jin follows the monk to a farmhouse where Norio is planning to take back Cedar Temple from the enemies. Norio tells Jin that he's been training monks from Cedar Temple and Akashima, but he hasn't heard from the monks at Kushi Temple. Norio is confident they can still liberate Cedar Temple without the help of the monks from Kushi, so they plan to infiltrate at dawn. Thankfully, there are no hostages at the temple, and the monks from Kushi are actually waiting outside Cedar Temple, giving Norio and Jin an extra boost in confidence that their mission might succeed. After they defeat the Mongol soldiers, Norio reflects on the losses and heads to the main hall. He finds Enjo, the current Guardian of the temple, who confesses his guilt over telling the Mongols everything about Hochi, Kushi Temple and Akashima. Norio instantly forgives Enjo and stays with him for his brother's final breath while Jin goes outside to play a solemn tune on his flute. Norio comes outside to inform Jin that the Mongol who burned Enjo and removed his limbs is called Kharchu and he will exact his revenge after the snows pass and Enjo can be given a proper funeral.

The warrior monk Norio has gathered a group to wrest Cedar Temple from Mongol hands. I’m proud of his transformation into a determined leader. I’ll help him restore Cedar Temple to its rightful caretakers.
